Raucous Entertainer is a Commander card through and through — the counter distribution and incidental draw scale with wide boards and synergy commanders in ways that a 60-card singleton format simply can't replicate consistently. In Standard, Pioneer, and Modern it's too slow and too low-impact to compete; a 3/3 for four that spreads counters and draws a card doesn't threaten a board state in any of those formats. Legacy and Vintage have access to it in theory, but nothing there wants what it's offering. Stick to Commander, where its ceiling is high and its floor is still a reasonable body.
