Rampage of the Valkyries is a Commander card in practice. The four-mana enchantment needs a critical mass of Angels entering and dying to generate value, and only Commander's 100-card singleton format naturally supports Angel-tribal builds at the scale required. In Legacy, Modern, and Pioneer it's technically legal but sees no competitive play — the effect is too slow and too build-around for sixty-card formats where a four-mana enchantment with no immediate impact is a liability. Oathbreaker can support an Angel-sacrifice shell but lacks the breadth of commanders to make it consistent.
