In Commander, Ral's Dispersal competes in a crowded slot: three-mana counters need a meaningful upside to make the cut, and two Thopters is real but rarely decisive at a table of four. It fits best in Izzet or artifact-synergy decks where the tokens have a home — Thopter payoffs turn the bonus from filler to functional. In Modern and Legacy, the format speed makes a three-mana counter a liability; Counterspell and Force of Negation make Ral's Dispersal a non-starter at those tables. Pioneer is the most charitable constructed home, where the counterspell pool is shallower and a token-generating counter can pull genuine double duty in a tempo shell.
