Rakavolver is a flexible beater that scales with kicker payments — pay for flying and lifelink, pay for black and get a +1/+1 counter boost and fear instead, and the ceiling is a 5/5 with evasion for five mana. The floor without any kicker is a vanilla 3/3 for three, which is unplayable in competitive formats, so the card lives and dies by how efficiently you can pay its optional costs.

Rakavolver is legal in Commander, Legacy, Vintage, and Oathbreaker, and irrelevant in all of them at any serious power level. In Commander it occasionally appears in kicker-matters builds — Verazol, the Split Current or Hallar, the Firefletcher — where the multiple kicker payments actually mean something, but even there it's a mid-tier payoff at best. Legacy and Vintage have no interest in a three-mana 3/3 that requires additional investment to threaten anything, and the card sees effectively zero play in those formats. Oathbreaker mirrors Commander's verdict: fine role-player in a dedicated kicker shell, filler everywhere else.
