Raiders' Wake is a Commander card through and through — discard synergies scale with the number of opponents, and three targets tripling every trigger is what makes the enchantment worth three mana. In older constructed formats like Legacy and Modern it's legal but unplayed, because one-on-one discard strategies want faster, more direct payoffs and can't afford a three-mana enchantment that does nothing the turn it lands.
