Rad Rascal puts a rad counter on each non-land permanent an opponent controls whenever you roll dice, then mills those players one card per rad counter they have — a snowballing punishment engine that compounds every time you touch a die. The cost is a four-mana 3/3 with four separate restrictions printed on it, but in the right shell that body barely matters; the trigger is what you're paying for. Myra the Magnificent decks run it as a near-auto-include because rolling dice is the whole game plan.

Rad Rascal is banned in Legacy, Vintage, Pauper, and Oathbreaker — four formats that collectively cover almost every competitive and semi-competitive scene outside Commander.
