Quarry Hauler enters and immediately redistributes counters across any number of permanents — the impact is board-wide the moment it resolves. The payoff is real, but at four mana for a 3/3 with no other text, you're running it because your deck is built around counter manipulation, not as a generic include; Myojin of Cryptic Dreams and similar engines make the trigger absurd, otherwise it's a mediocre body.

Quarry Hauler is a Commander card through and through — the counter redistribution scales with board complexity, and multiplayer tables give you far more targets to exploit than any 1v1 format ever would. In Pauper it's legal but competes in a format where four-mana creatures need immediate impact to survive, and the trigger rarely has enough density of counters to matter. Legacy, Modern, and Pioneer are non-starters in practice; no competitive shell wants a 3/3 for four whose effect depends entirely on what's already in play. Stick to Commander, and specifically to decks that generate counters prolifically.
