Commander is where Pyxis of Pandemonium does its real work: three or more opponents means three draws denied per turn cycle, and any commander that cares about opponents' libraries or playing their cards turns it into a soft lock worth building around. In Legacy, Modern, and Pioneer it's legal but competes with far more efficient disruption — there's no realistic shell that wants a one-mana artifact with an activation cost when counterspells and hand disruption exist.
