Pyretic Charge is legal in Commander, Legacy, Vintage, and Oathbreaker, but it's a Commander card through and through — the wide token boards that justify a pump-all-attackers spell almost never exist in Legacy or Vintage, where efficient interaction answers board states long before they get that large. In Commander, it earns its slot in go-wide red or Izzet token strategies where the board can realistically hold six or more attackers. Outside of those token-centric shells, three mana and a card is too steep a cost for a one-turn buff with no lasting effect.
