Pulsemage Advocate returns a creature from any graveyard to its owner's hand — but the cost is exiling three cards from your own graveyard, which makes it a liability in any deck that wants its graveyard intact. Pair it with Altar of Dementia and a reanimation loop and the exile cost becomes fuel; outside that context, you're paying too much to do too little.

Pulsemage Advocate is a Commander card in practice — the format's multiplayer graveyard density means the exile-three cost is manageable, and returning an opponent's creature to their hand opens political angles most 60-card formats don't reward. In Legacy and Vintage it's legal but essentially invisible; the tempo cost of exiling three cards from your own yard to hand a creature back at sorcery speed doesn't compete with those formats' actual graveyard payoffs. Commander is the only home where Pulsemage Advocate earns its slot, and even there it belongs only in dedicated recursion or loop builds, not as a generic reanimation piece.
