Psionic Snoop lets you look at the top card of any player's library at any time and, once you have a Cipher spell encoded on it, copy that spell whenever it deals combat damage — persistent card advantage stapled to an evasive body. The setup cost is real: it does nothing alone, and Cipher is a narrow mechanic that demands a dedicated shell.

Psionic Snoop is a Cipher enabler, and Cipher is almost exclusively a Commander mechanic — the multiplayer format gives you enough combat steps and enough opponents to make repeated triggers worthwhile. In Pauper it's technically playable but Cipher sees no competitive presence there. Legacy, Vintage, and Modern have zero interest in a 2/1 that requires combat damage to generate value. Commander is the only format where Psionic Snoop earns a slot, and even there it wants a specific build around Cipher spells like Stolen Identity or Shadow Slice rather than a generic blue shell.
