In Modern, Pioneer, Legacy, and Vintage, a four-mana 3/3 that only protects creatures during combat doesn't come close to the efficiency bar, and hexproof-at-combat-declaration is far weaker than hexproof at all times. Commander is where it earns its slot, specifically in Gruul stompy builds that go wide with power-4-plus creatures and need protection from the inevitable instant-speed removal players fire during combat.
