Procrastinate bounces a nonland permanent back to its owner's hand for three mana at instant speed — tempo positive in a pinch, but narrow and replaceable. Most blue decks have better options, and it rarely makes the cut.

In Commander, Procrastinate competes against a deep bench of bounce spells, and three mana at instant speed for a single target is a tough sell when Cyclonic Rift and Resculpt exist at similar or lower costs. It's legal in every major format, but sees essentially no play in competitive contexts — Modern and Legacy have access to Unsummon and Vapor Snag for a single mana, making Procrastinate strictly outclassed. Pauper is the one format where budget options are most constrained, but even there, cheaper bounce effects are available. Procrastinate is a limited-format card that wandered into Constructed.
