Prison Term locks down any nonland permanent — creatures, planeswalkers, equipment, whatever — and crucially jumps to a juicier target the moment something scarier hits the board. Three mana for repeatable threat management is the honest rate on a card that pulls double duty as removal and soft control.

Commander is where Prison Term earns its slot: the format is full of commanders that need to be answered repeatedly, and Prison Term's ability to migrate to the next big threat means it scales across the whole game rather than trading one-for-one. In Legacy and Vintage, dedicated enchantment-based control strategies can use it, but faster answers at lower mana costs dominate those environments and Prison Term rarely makes the cut. Modern is legal but the card sees essentially no play there — three mana is too slow for the format's threat density. Oathbreaker mirrors Commander closely enough that the same logic applies: repeatable, redirectable enchantment removal is genuinely valuable.
