Prismatic Undercurrents is a Commander card through and through — the payoff scales with the number of multicolored permanents you control, and only Commander gives you the game length and board density to make that count. In 60-card formats like Modern and Pioneer, the enchantment is too slow and too dependent on a board state that removal will dismantle before the triggers accumulate. Legacy and Vintage have no interest in a three-mana do-nothing-the-turn-it-enters when those formats are closing games on turn one or two. Pauper can't run it at all.
