Primordial Mist is a Commander card through and through — the manifest-your-hand loop is slow enough that it needs a 40-life multiplayer game and a commander who rewards the mechanic to justify five mana doing nothing on resolution. In Vintage and Legacy it's technically legal but practically irrelevant; no competitive shell wants a five-mana enchantment that waits until end of turn to generate value in a format where games end faster. Oathbreaker shares Commander's singleton, multiplayer structure, so the same manifest-value builds that run it in Commander can slot it in there too, though the lower starting life total compresses the window. Outside those formats, Primordial Mist is simply not legal.
