Primitive Etchings is a Commander card through and through — the longer the game, the more land drops you make, and the more value it accrues over 40-life, multiplayer tables. Legacy and Vintage have access to it on paper, but neither format wants a four-mana do-nothing enchantment when cantrips and tutors exist. Oathbreaker shares enough of Commander's DNA that it's technically playable, but the format's lower starting life total and faster pace make the delayed payoff harder to justify.
