Primal Rage is a Commander card through and through — the global trample effect scales with creature counts in ways that matter far more in a 40-life multiplayer game than in any 1v1 context. In Legacy and Vintage, it's technically legal but competes with faster, more impactful options and sees no meaningful play. Commander is where it earns its slot: two mana for a permanent enchantment that buffs your whole board is exactly the kind of cheap, persistent effect that tokens and go-wide creature decks want. Oathbreaker functions similarly to Commander at smaller scale, and Primal Rage is a reasonable include there for the same reasons.
