Primal Command puts two of four powerful effects on the stack for five mana — gain 7 life, put a noncreature permanent on top of a library, tutor a creature, or shuffle a graveyard — and the combination of any two makes it one of the most flexible green sorceries in Commander. The cost is pure tempo: five mana at sorcery speed means it doesn't interact on your opponent's turn, and decks that can't copy or recur it are just paying a premium for flexibility.

Riku of Many Paths copies spells when you cast them, which means a single Primal Command becomes two — two creature tutors, two graveyard shuffles, or mix-and-match across all four modes for a swing that's hard to recover from.

Commander is where Primal Command earns its keep: four independently relevant modes let you answer whatever the table has in front of you, and graveyard hate stapled to a creature tutor is exactly the kind of doubling up that justifies five mana in a singleton format. In Legacy and Vintage, Primal Command sees only fringe play — the format speed makes a five-mana sorcery too slow outside of dedicated creature-toolbox shells. Modern used to run it in Birthing Pod and Tooth and Nail variants, but the card has largely aged out of competitive consideration there as the format got faster. Oathbreaker is a reasonable home for the same reasons Commander is, particularly in green shells that want to fetch a specific creature while also answering an artifact or enchantment.
