Preferred Selection lets you look at the top card of your library at any time and replace it with a card from your hand — persistent top-deck manipulation stapled to a free filter engine, all for two mana. It's a niche tool that rewards decks that care about what's sitting on top, and close to unplayable in shells that don't.

Preferred Selection lives almost entirely in Commander, where the slower clock gives you enough turns to grind value out of a repeatable top-deck swap. Legacy and Vintage have it on the legal list, but neither format has any reason to run it — the competition for two-mana enchantment slots is ruthless and the effect doesn't threaten anything. Commander is where Preferred Selection earns its slot, specifically in decks that stack the top of the library through scry or similar effects and want to cash in a dead card for the one they set up.
