Pious Kitsune gains you one life per turn passively and can tap to gain three more whenever you control a Spirit or cast an Arcane spell — decent sustain in the right shell, but three mana for a 2/2 that only matters in a Fox or Spirit tribal deck is a steep ask elsewhere. Outside of dedicated Arcane or Spirit synergy, the effect is too slow and too conditional to justify a slot.

Pious Kitsune is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but sees meaningful play in almost none of them. In Commander it fits narrowly into Spirit tribal decks or Arcane-synergy builds — think Kykar, Wind's Fury or a dedicated Fox/Spirit commander — where the tap ability actually triggers; everywhere else, three mana for incremental life gain doesn't clear the bar.
