Phyrexian Tribute destroys any artifact on the board — no targeting restrictions, just gone — at the cost of sacrificing two creatures. That additional cost makes it a niche pick, not a staple: most white decks would rather run Return to Dust or Disenchant and keep their board intact.

In Commander, Phyrexian Tribute occupies a narrow slot: token-heavy white decks that can afford to spend two bodies on a single artifact removal spell, particularly when that artifact has hexproof or shroud. Outside of that context, cheaper and less punishing options crowd it out. In Legacy and Vintage, where the format moves faster and creature sacrifice has a higher opportunity cost, Phyrexian Tribute sees essentially no play — the formats have access to Null Rod and other hate that doesn't require a two-creature tax. Oathbreaker is the one other sanctioned format where it's legal, but the same Commander logic applies: token strategies can use it, everyone else should look elsewhere.
