Phyrexian Portal is a Commander card through and through — the political wrinkle of letting an opponent choose is most interesting across a four-player table where threat assessment gets murky and the 'bad' pile still hurts someone. In Legacy and Vintage it's legal but functionally ignored; three mana for conditional card selection is miles behind Brainstorm, Ponder, and Demonic Tutor. Oathbreaker is the one other format where it sees niche play, again only in shells where every card is threatening enough to punish the chooser.
