Phantom Nomad is a two-mana 2/2 spirit that replaces its toughness with +1/+1 counters, making it effectively indestructible to damage as long as counters remain. Antler Skulkin and similar counter-doubling or protection effects are the reason you'd bother — without that support, it's just a fragile beater with a gimmick.

In Commander, Phantom Nomad occupies a narrow niche in decks that care about +1/+1 counters or spirit tribal, and even there it's rarely a priority include — the statline is too small for the format's power level. Pauper is its most credible home, where two-mana creatures are held to a lower bar and damage-prevention synergies can be built around more cheaply. In Legacy and Vintage, Phantom Nomad is simply outclassed; nothing about its effect justifies slotting it over the format's staples.
