At four mana for a 3/3 that replaces every clue you sacrifice, it pays for itself quickly in any deck that makes clues in volume — Teysa, Opulent Oligarch being the clearest example.

Persuasive Interrogators is a Commander card through and through — the payoff scales with the number of clue producers in your deck, and multiplayer games give you the time to set up that engine. In 60-card formats like Modern and Pioneer, clue synergies do exist but the card is too slow and too narrow at four mana to compete with more efficient draw engines. Standard is the one constructed exception worth watching, since clue-matters cards appear regularly and the singleton restriction doesn't apply. Legacy and Vintage have no interest here.
