Perilous Predicament is a Commander card through and through — the effect scales with the number of opponents, so the three-sacrifice minimum you get at a four-player table is where it earns its slot. In one-on-one formats like Modern, Pioneer, or Legacy it's a badly costed Diabolic Edict variant that no competitive deck would touch when cheaper targeted removal exists. Oathbreaker sits closer to Commander's multiplayer math, so the card is at least functional there, but the five-mana ask still limits it to slower builds.
