Peregrination is a Commander card through and through — the scry 1 is a small bonus that smooths draws in longer games, and the two-land yield keeps you on curve in a 100-card singleton format where redundancy matters. Outside Commander, four mana for ramp is simply too slow; Modern, Pioneer, and Legacy all have access to cheaper acceleration that makes Peregrination uncompetitive in those contexts. It's legal in Oathbreaker, where the same logic as Commander applies at a smaller table, though the compressed game length makes the four-mana ask harder to justify.
