Penregon Strongbull

Penregon Strongbull is a Commander card through and through — the three-opponent baseline is what makes its attack trigger worth building around, and nowhere else does that math add up as cleanly. In Pauper it's legal and a legitimate common threat at common speed, though aggressive Pauper decks rarely want a four-mana 3/3 with no evasion when cheaper options exist. Modern, Pioneer, Legacy, and Vintage have no use for it; the rate is too slow and the payoff too passive against one opponent with efficient answers. Commander is where Penregon Strongbull earns its slot, specifically inside a Pirate or Izzet damage-triggers shell where every swing does real work.
