In Commander, Pendelhaven Elder earns a slot in dedicated token builds — Rhys the Redeemed, Adeline, Resplendent Cathar, or any Elf tribal list that generates 1/1s at scale — where a single activation can swing a combat step decisively. Outside that narrow context it's too conditional to compete with anthem effects that don't require a board of identically-sized creatures. In Legacy and Vintage it's legal but has never found a home; faster formats don't have time for a two-mana 1/1 body whose ability requires setup. Modern is the same story. Commander is the only format where the combination of a long game and token synergy commanders makes Pendelhaven Elder worth considering at all.
