Patrician Geist is a Commander card first and almost exclusively — Spirit tribal is a niche that thrives in 100-card singleton where you have room to assemble a full tribe around it. In Modern and Pioneer it's legal but finds no home; dedicated Spirit aggro decks there run cheaper, faster lords that don't need the flash clause to justify their slot. Legacy and Vintage are too fast for a two-mana anthem that doesn't immediately win the game. Oathbreaker mirrors Commander's tribal logic and is the one other format where it could meaningfully appear.
