Palliation Accord turns every opposing creature death into a -1/-1 counter on something attacking or blocking you, which compounds fast in multiplayer games where creatures die constantly. The problem is five mana for a do-nothing enchantment that only discourages attacks rather than stopping them — it's a deterrent, not an answer.
