Padeem, Consul of Innovation

Legendary Creature — Vedalken Artificer

Artifacts you control have hexproof. (They can't be the targets of spells or abilities your opponents control.)
At the beginning of your upkeep, if you control the artifact with the greatest mana value or tied for the greatest mana value, draw a card.

Padeem, Consul of Innovation card art
Padeem, Consul of Innovation gives your artifacts hexproof and draws you a card at the start of each upkeep if you control the highest-mana-value artifact — two lines of text that together define entire game states. The cost is four mana for a 1/4 with no immediate board impact, so you need an artifact-dense deck to justify the slot, but in that context Padeem is close to mandatory.

Best Commanders

Commanders with the highest synergy

01
Leonardo da Vinci

Leonardo da Vinci

72.5% of decks · synergy 0.63

Leonardo da Vinci floods the board with high-mana-value artifact tokens, making it almost automatic that Padeem, Consul of Innovation triggers its draw clause every turn — and those same tokens become very difficult to answer once Padeem locks them behind hexproof.

02
Mishra, Eminent One

Mishra, Eminent One

65.7% of decks · synergy 0.62

Mishra, Eminent One creates artifact creature copies every combat, and Padeem, Consul of Innovation ensures that growing board of constructs can't be picked apart by targeted removal, letting Mishra's engine compound turns instead of getting dismantled.

03
Memnarch

Memnarch

70.5% of decks · synergy 0.61

Memnarch wants to steal permanents with a large, expensive artifact as the centerpiece, and Padeem, Consul of Innovation protects that engine piece from the targeted removal that would otherwise shut the whole strategy down cold.

04
Aloy, Savior of Meridian

Aloy, Savior of Meridian

61.0% of decks · synergy 0.59

Aloy, Savior of Meridian builds around machines and high-value artifacts, and Padeem, Consul of Innovation layers hexproof protection over that board while feeding the draw engine that keeps Aloy's machine suite fully stocked.

05
Sydri, Galvanic Genius

Sydri, Galvanic Genius

60.3% of decks · synergy 0.56

Sydri, Galvanic Genius animates artifacts into creatures, turning every piece of the board into a removal target — Padeem, Consul of Innovation blanket-protects all of them and rewards the high-mana-value artifacts Sydri already wants to run.

Format Analysis

FormatVerdict

oathbreaker

Commander is where Padeem, Consul of Innovation does its best work — multiplayer games run long enough to cash in the draw trigger repeatedly, and the hexproof clause punishes the spot-removal-heavy decks that dominate the format. In Legacy and Vintage, four mana is a steep ask for a 1/4 with no immediate impact, and those formats have faster, more direct ways to protect key pieces, so Padeem almost never sees play there. Modern and Pioneer have enough artifact synergy for Padeem to be technically functional, but competitive lists in both formats run leaner and rarely want a four-mana do-nothing-on-entry creature. Oathbreaker offers a miniaturized Commander experience where the same synergies apply, making it the one non-Commander setting where Padeem can legitimately earn a slot.

$1.83 cheap tier

At $1.83, Padeem, Consul of Innovation sits comfortably in budget range — cheap enough to slot into any artifact build without deliberation. The price reflects its narrow home rather than any lack of power; in the right deck it punches well above its cost.
