Commander is where Padeem, Consul of Innovation does its best work — multiplayer games run long enough to cash in the draw trigger repeatedly, and the hexproof clause punishes the spot-removal-heavy decks that dominate the format. In Legacy and Vintage, four mana is a steep ask for a 1/4 with no immediate impact, and those formats have faster, more direct ways to protect key pieces, so Padeem almost never sees play there. Modern and Pioneer have enough artifact synergy for Padeem to be technically functional, but competitive lists in both formats run leaner and rarely want a four-mana do-nothing-on-entry creature. Oathbreaker offers a miniaturized Commander experience where the same synergies apply, making it the one non-Commander setting where Padeem can legitimately earn a slot.
