Oxidda Scrapmelter is essentially a Commander card: the 75-card singleton format inflates the value of modal effects, and artifact removal on a body means you're never trading a spell slot for a dead draw when the table runs no targets. In Legacy and Vintage, four mana for a 3/3 with a destroy effect is far too slow — Spine of Ish Sah this is not, and those formats have no patience for it. Modern has enough cheaper, cleaner artifact hate that Oxidda Scrapmelter can't compete.
