Override counters a spell for each artifact you control — in the right deck, that condition is trivially met and the card is free. It's a conditional Counterspell that asks you to build around it, and artifact-heavy blue shells do that without trying.

In Commander, Override is a payoff for artifact decks that were already going wide — Breya, Etherium Shaper and Urza, Lord High Artificer lists run it as a near-freeroll counter once the board develops. In Pauper, the common slot matters and artifact synergy shells exist, but the format is fast enough that holding up three mana is a real ask. Legacy and Vintage have better options at every point on the curve, so Override doesn't compete there. The card earns its slot exactly where it looks best: Commander artifact strategies where you routinely have four or more permanents in play.
