Outwit counters a spell that targets one of your permanents — for one mana — which is about as efficient as protection gets in blue. Narrow by design, but in the right seat it's a one-mana answer to removal, bounce, or theft that leaves the caster down a card and a spell.

In Commander, Outwit earns its slot in decks that run a single high-value permanent the table will target on sight — a voltron commander, a combo piece, or an engine that warps the game. Outside Commander, Outwit is legal in Legacy, Vintage, Pauper, and Modern, but sees essentially no play in any of them; more flexible counterspells exist at the same cost, and most competitive formats don't reward narrow reactive one-ofs. Pauper is the one fringe case worth mentioning — budget blue shells that need cheap interaction could squeeze use out of it, though Counterspell is also common-legal and strictly better most of the time.
