In Commander, Outrider en-Kor is a niche combo enabler — it sees play almost exclusively in loops that abuse repeated damage redirection to trigger payoffs like Guilty Conscience or indestructible damage sponges. Legacy and Vintage are legal but have no reason to run it; the effect is too narrow and the creature too fragile to matter in those formats. Modern is also legal but the card is absent from competitive play there for the same reason. Outrider en-Kor is a Commander-only proposition, and even there it belongs in a very specific deck, not a general white builds.
