Organic Extinction is a Commander card through and through — the effect is calibrated for multiplayer boards where opponents reliably have non-artifact creatures to sweep and you've built around artifacts to dodge it. In Legacy and Vintage it's technically legal but competes with faster, unconditional options that don't require deck construction to pay off; it won't see play there. Oathbreaker is the one other format where it has a real home, again in artifact-centric shells where the asymmetry is baked into the deck's identity.
