Ordeal of Thassa draws two cards the turn it pops — that's the whole reason to run it, and it's a real payoff for any deck that wants to attack with the same creature multiple times. The cost is the setup: you need three counters on the enchanted creature, which means it either survives two attacks or gets there through a counter-stacking synergy, and neither is guaranteed in a removal-heavy game.

Ordeal of Thassa is a Commander card at heart — formats with faster clocks and more efficient threats make the three-attack condition feel too slow to matter. In Legacy, Modern, and Pioneer, paying two mana to potentially draw two cards several turns later doesn't compete with the raw card advantage available elsewhere. Commander is where the math improves: games go longer, voltron and +1/+1 counter commanders can tick the ordeal up without combat, and drawing two off a single enchantment is a real return on investment when your commander is already swinging. Oathbreaker shares enough of Commander's pacing that the same logic applies, especially with a combat-oriented planeswalker signature.
