In Commander, Oppressive Rays pulls its weight in dedicated stax builds where the goal is taxing everything simultaneously — one more three-mana hurdle on top of a Sphere of Resistance and Thorn of Amethyst adds up fast. Outside that shell, it underperforms because a single opponent can pay off the tax while the other two at the table ignore it entirely. In Pauper it sees occasional sideboard play against creature-heavy aggro strategies where the tax buys a meaningful tempo gap.
