Ooze Garden is a Commander card through and through — the one-per-turn restriction barely matters in a 40-life format where games go long and you have time to convert a graveyard pipeline into a board of large Ooze tokens. In Legacy and Vintage it's simply too slow; competitive decks in those formats don't want a two-mana enchantment that produces a single token per turn as their payoff. Modern has enough redundant sacrifice payoffs that Ooze Garden would be an afterthought even in dedicated aristocrats builds. Oathbreaker can support it in the same way Commander does, provided your planeswalker and signature spell create a sacrifice loop to feed it.
