Two mana for that rate is fair, and in any deck already running proliferate or counter-placement effects, it pulls real weight.

In Commander, Omenport Vigilante earns its slot in counter-heavy builds — Atraxa, Praetors' Voice, Vorel of the Hull Clade, and similar proliferate shells will trigger it repeatedly, turning it into a reliable scry engine over a long game. In Standard and Pioneer, the card fits aggressive or tempo strategies that play spells with counters naturally, though the 3/2 body is undersized past turn two in those formats. Modern and Legacy have enough density of better two-drops that Omenport Vigilante won't see play there outside of dedicated budget brews. Oathbreaker mirrors the Commander case — if your planeswalker or signature spell puts counters on things, this slots in cleanly.
