Commander is where Omen Hawker earns its keep — blue decks built around activated abilities treat it as a ritual that never leaves the battlefield. In Legacy and Vintage it's legal but effectively invisible; the formats reward raw mana production, and a creature that gatekeeps its output to activated abilities is too slow and conditional to matter. Modern and Pioneer are in the same boat — the card sees essentially no competitive play in either format because nothing there wants this specific restriction badly enough to justify running a 1/1. Oathbreaker is the one other format where it occasionally surfaces, for the same reason as Commander: planeswalker abilities are activated abilities, so the mana hits exactly where you need it.
