Obsessive Stitcher is a Commander card through and through — the combination of a discard outlet and recursion on one permanent is most valuable in 100-card singleton where redundancy is scarce and graveyard strategies span multiple turns. In Modern and Pioneer it's too slow and too fragile; three mana for a 1/3 with a tap ability doesn't compete with the speed of those formats. Legacy and Vintage have access to far more efficient graveyard engines, so Obsessive Stitcher never sees meaningful play there either.
