Obsessive Stitcher is a Commander card through and through — the combination of a discard outlet and recursion on one permanent is most valuable in 100-card singleton where redundancy is scarce and graveyard strategies span multiple turns. In Modern and Pioneer it's too slow and too fragile; three mana for a 1/3 with a tap ability doesn't compete with the speed of those formats. Legacy and Vintage have access to far more efficient graveyard engines, so Obsessive Stitcher never sees meaningful play there either. Oathbreaker is the one non-Commander format where it could see fringe play in a dedicated discard shell, but Commander remains its clear home.
