Oath of Chandra is a Commander card first and almost exclusively — the repeated planeswalker-entry trigger is irrelevant in formats where walkers are one-of tools rather than a synergy package. In Modern and Pioneer it competes against removal that doesn't ask you to build around it, and three damage on entry isn't enough rate to justify the slot. Legacy and Vintage have access to strictly more efficient interaction at the same mana investment. Oathbreaker is the one exception: the format's planeswalker-as-commander structure means Oath of Chandra's second ability fires constantly, making it a genuine consideration in any red-heavy Oathbreaker shell.
