Noggle Bridgebreaker is a fringe pickup in Commander for decks that loop ETB effects — Yarok, the Desecrated or Brago, King Eternal can double or reset the tap trigger, making the disruption meaningful in a multiplayer context. Outside of those shells, tapping two lands on a four-mana 3/2 doesn't move the needle in a format where players have ten or more lands by mid-game. In Pauper, where it's legal and mana disruption hits harder, it still competes poorly against more efficient tempo plays at the same cost. Legacy and Vintage don't want it at any price.
