Noggin Whack is a fringe card in every format it's legal in, and Commander is where it sees the most play — Goblin tribal commanders like Krenko, Mob Boss or Muxus, Goblin Grandee can reliably trigger the prowl cost, making two-mana targeted discard genuinely efficient. Outside a dedicated Goblin shell, the card is too conditional to justify a slot over unconditional discard. In Legacy and Vintage, where Goblins have real tribal infrastructure, Noggin Whack occasionally appears as a sideboard discard option, but neither format has embraced it as a mainstay.
