In Commander, Blightning is a trap — three mana to poke one opponent for 3 and strip two cards from a 7-card hand barely registers at a four-player table, and the single-target restriction means you're spending a card to minimally inconvenience one person. Pauper is where Blightning actually shines: it's been a staple of Rakdos aggro and discard strategies for years, where hitting one opponent is the whole game and the combined damage-plus-disruption often closes things out. In Legacy and Vintage it's too slow against combo and outclassed by more broken options, but it's a legitimate roleplayer in budget Rakdos builds. Modern has largely passed it by — the three-mana slot is too crowded with more powerful options.
