Noble Heritage puts a +1/+1 counter on a creature you choose at the start of each opponent's upkeep — and that opponent gets to choose one of their creatures to receive one too, a political sweetener that keeps the table from turning on you. Two mana to enchant a creature and generate compounding counter growth across every upkeep is an absurd rate; the symmetry cost is almost never worth worrying about.

Noble Heritage is a Commander card through and through — the political dimension of giving an opponent's creature a counter only matters when there are multiple opponents to manage, and the slow compounding counter growth is far too passive for Legacy or Vintage, where games end before it generates meaningful value. In Commander it earns its slot specifically in counter-synergy and politics-matters builds, where the shared upkeep trigger is a feature rather than a liability. Oathbreaker is the one other format where Noble Heritage could see play, since the compressed, two-player-or-small-pod structure still allows the counter engine to accumulate before the game ends.
