Nissa's Pilgrimage puts up to two basic Forests directly onto the battlefield — that's land acceleration plus hand refill in one card for three mana, and the spell mastery clause makes it better the longer the game goes. Commanders like Borborygmos Enraged that need a full hand of lands to function treat it as a core piece, not a filler ramp spell.
Best Commanders
Commanders with the highest synergy

Borborygmos Enraged
Borborygmos Enraged turns every land in hand into a Lightning Bolt, so Nissa's Pilgrimage pulling two or three Forests straight to hand — via spell mastery — is directly translating one card into three to nine damage worth of ammunition.

Omnath, Locus of Rage
Omnath, Locus of Rage triggers a 5/5 Elemental token every time a land enters the battlefield, so Nissa's Pilgrimage dropping two Forests at once means two landfall triggers off a single three-mana spell.

Gargos, Vicious Watcher
Nissa's Pilgrimage is a non-creature spell that costs three mana, which fits cleanly under Gargos, Vicious Watcher's cost reduction for Hydra spells and keeps the curve intact for a deck that wants to slam expensive Hydras fast.

Ruxa, Patient Professor
Ruxa, Patient Professor rewards running vanilla and base-keyword creatures by keeping the spell suite lean, and Nissa's Pilgrimage fills the ramp slot without competing for the creature slots Ruxa needs to go wide.

Titania, Nature's Force
Titania, Nature's Force creates an Elemental token for each Forest that enters the battlefield, so Nissa's Pilgrimage fetching two Forests at once generates immediate board presence on top of the mana acceleration.

Nissa's Pilgrimage is where it belongs in Commander: a three-mana green ramp spell that overperforms in Forest-heavy mono-green and Gruul builds, especially once spell mastery is online. In Pauper it's a legitimate role-player — common ramp spells are currency there, and two lands into play at common is real value. In Modern and Pioneer, it's too slow against the format's tempo demands; Cultivate-style effects at three mana simply don't compete with two-mana ramp like Farseek or Explore. Legacy and Vintage are non-starters for a three-mana do-nothing-on-the-board ramp spell.
