Neverending Torment removes your opponents' libraries card by card every turn — but at six mana for a sorcery that does nothing the turn it resolves, the cost is steep enough that it only belongs in decks that can exploit the epic mechanic, not as a standalone win condition. The comparison point is Eye of the Storm: both cards lock you into a single spell for the rest of the game, and both demand you build around that constraint deliberately.

Neverending Torment is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but competitive play in Legacy, Modern, and Vintage has no interest in a six-mana sorcery with no immediate board impact when those formats close games on turns one through four. Commander is the only real home — the longer game, multiplayer library sizes, and access to commanders that reward graveyard or control strategies give the epic trigger time to accumulate. In Oathbreaker the card is technically legal but the faster clock makes it even harder to justify than in Commander.
